With complex legal concepts the OLPI must facilitate the encoding process
through direct instruction. In a small offshore group setting the OLPI uses
direct instruction to encode on the group specialized legal knowledge. The
OLPI cannot simply have the group read assignments to encode new
knowledge and how to use it in practice. With TMS and direct instruction an
offshore provider can master specialized legal knowledge.
