The Tier Analytic
Framework considers all outsourcing industries when assigning a country to a
tier. However, under American Bar Association outsourcing opinions three
of the Tier 1 countries do not share a common history, language and judicial
system with the U.S. or U.K - only India meets the ABA outsourcing guidelines
from Tier 1. As to Legal Process Outsourcing, India is experiencing upward
pressures on wages, combined with rising, and sometimes, high attrition.
