The TRO must state in reasonable detail, and not by mere
reference to the pleadings, the act or acts sought to be restrained. It is binding only upon the parties to the
action and their officers, agents, servants, employees and attorneys, “and upon
those persons acting in concert or participation with them who receive actual
notice of the order by personal service or otherwise.”
