Regardless of the outcome of the request for a
TRO, a plaintiff should either add a request for a Preliminary Injunction to
the complaint or immediately move for such relief. A request for a Preliminary
Injunction can only be granted after reasonable notice to the adverse party.
Upon receiving a request for a Preliminary Injunction, the court will schedule
hearing on the request. This hearing is typically akin to a trial with witness
testimony and experts if needed. The Civil Rule allows the court to consolidate
the hearing with a trial on the merits if the court so wishes.
