There is a "definite tug of war" between
recognizing the value of a formula for low-income people and the problems of
shoehorning complicated, unique marriages into a single approach, said Rose
Mary Bailly, the commission's executive director.
The commission's role is only advisory. Still, its voice
carries weight and legislators said they were awaiting the report.
